WVEA seeks to keep you apprised of policies the West Virginia Board of Education has on public comment. Your ability to provide the students in your classroom with the best education possible is impacted by the policies passed by the West Virginia Board of Education. We urge you to read the synopsis of proposed policy revisions listed below and respond to the WVDE with your comments.

The following policies will remain on comment until 4 p.m. on December 11, 2017

 

Policy 2510: Assuring the Quality of Education: Regulations for Education Programs

 

Background:

Policy 2510, Assuring the Quality of Education: Regulations for Education Programs establishes expectations and regulations for the education program designed to prepare all students for a global society by improving the quality of teaching and learning in the public schools and ensuring the equal educational opportunities, include, but not limited to: rigorous high-quality curriculum, engaging instructional strategies, experimental learning programs, support programs, personnel, instructional resources, supplies, equipment, technology integration, and facilities.

 

Proposals:

The changes to the policy include:

• Support for Personalized Learning (SPL) was renamed to Personalized Learning (PL).

• Students will create a Personalized Education Plan (PEP) in grade 8 for grades 9 and 10 only. At the end of grade 9, students will finalize their PEP for grades 10-12, which can be revised as needed.

• Graduation requirements were reduced to 21 credits, which will allow students to focus carefully on selected course work that will lead to successful completion of their academic and personal goals.

• Social Studies requirements were changed from 4 to 3. The required courses will still ensure students receive instruction in U.S. History and Civics while still allowing flexibility with a third credit.

• The state-defined Alternate Diploma will be available to the 2017-18 ninth grade cohort with the diploma being awarded in the 2020-2021 school year.

• A county board or multicounty consortium may create a virtual instruction program for one or more schools serving any composition of grades K-12 by adopting a policy creating the program. After adopting the policy, the county board or multicounty consortium may contract with virtual school providers. When there is a multicounty consortium, each county board in the consortium shall adopt a policy creating the virtual instruction program. No eligible students in grades K-5 may participate in a virtual instruction program until after the program has been in operation for one full year.

• Early Reporting System - Kindergarten will be required to report once per at the end of the school. Kindergarten currently reports twice per year.

• Language for career exploration was improved while stressing the importance for integrated career exploration as well as in all content areas.

• Integrated Physical Education was added. A blended learning approach that combines a free abbreviated online Physical Education (PE) course, monitored by the physical education teacher, with a physically active credit bearing elective course (e.g., show choir, dance, etc.) fulfilling the high school PE credit requirement.

• Language was added to state a student shall be enrolled in a mathematics course each year of high school.

• Definitions were clarified or revised for the following items:

o Career Integrated Experiential Learning (CEIL)

o Co-curricular

o Alternate Diploma

o Section 504

o School Day

o County or District

 

Impact:

The proposed revisions will ensure students are college and career ready. The minimum graduation requirement will be reduced to 21 credits. A typical student may earn up to 32 credits on a block schedule and up to 28 on a traditional schedule over their high school
career. Requiring 17 prescribed credits could permit a student to choose up to 15 personalized credits on a block schedule and up to 11 on a traditional schedule. The additional changes focus on personalizing education to meet the needs of each and every student we serve.

Policy 2460: Educational Purpose and Acceptable Use of Electronic Resources, Technologies and the Internet

Background:

Policy 2460 sets forth requirements to maintain compliance with Universal Service Funds for Schools and Libraries (E-rate) guidelines regarding issues of child safety and acceptable use of the Internet. A review of the policy during the 2016-2017 school year revealed certain areas where additional clarification is needed regarding state-level expectations for child safety and acceptable use of the Internet. No other State Board policies will be affected by the proposed revisions.

 

Proposals:

Revisions to Policy 2460 are being recommended to ensure state level expectations are clear and unequivocal with respect to child safety and acceptable use of the Internet. Revisions, which are found throughout, address outdated verbiage and gaps in the existing policy due to changes in the broader culture and advancements in technology. Revisions to Section 4.4 help to clarify Digital/Network Code of Conduct; Section 4.5 clarifies Digital Security; and Section 5.8 details Educator, Service Personnel and Staff Responsibilities. Elimination of section 5.5 reflects the closure of the entities known as RESA. Applicable duties were move under the direction of the WVDE.

Other minor revisions are needed to renumber certain sections, make technical and grammatical corrections, clarify terms, and provide clarity about which WVDE offices and personnel are responsible. To ensure that the policy will not need to be updated for office name changes in the event of future reorganizations, office names have been removed entirely and references have been made to staff bearing responsibility for certain functions as part of their work for the WVDE. Throughout, references to “county” must be replaced with “district.”

 

Impact:
 
Adopting the proposed revisions will ensure that all stakeholders have a shared understanding of state-level expectations with respect to responsibilities for following guidelines regarding issues of child safety and acceptable use of the Internet. Enacting these changes will promote the update local policies and practices throughout the state to be more in line with current technologies and best practices.
